Stating the Purpose Narrowly

A broad purpose justifies everything and therefore nothing. Narrowing it is the single most consequential drafting decision in the whole arrangement.

Deciding · Procedure

Every assessment, every justification and every challenge is measured against the stated purpose. Drafting it broadly to be safe is the move that makes everything downstream fail.

The practical test in “Stating the Purpose Narrowly” is whether visibility improves a decision without pretending to remove uncertainty. For teams researching how to detect mouse jigglers, this workplace technology guide can contribute time and project context, provided the purpose is stated, access is limited and every material inference receives proportionate human review.

For an independent benchmark relevant to “Stating the Purpose Narrowly”, consult the SHRM workplace-investigation resources. Use it to test necessity, scope, safeguards and review rather than to replace a documented assessment of the particular workforce and jurisdiction.

Why breadth fails

A purpose like protecting company information justifies any collection at all, which means the necessity test has nothing to bite on.

An examiner reading it concludes either that the purpose was not seriously formulated, or that it was formulated to avoid constraint. Both conclusions damage the arrangement.

And internally it licenses expansion: a new use is always within a purpose broad enough to cover everything.

NoteThe purpose is the thing every subsequent test is measured against. Getting it broad is the most efficient way to make an arrangement indefensible, and it is usually done to be safe.

What a narrow purpose looks like

Not: protecting company data.

But: detecting bulk transfer of customer records to personal storage, by staff with access to the customer system, during the period following a departure notice.

That sentence specifies the harm, the population, the signal and the window. Every element narrows the collection, and each is a decision somebody has to make.

The counterLegal prefers breadth, because a narrow purpose constrains future use. True, and the constraint is the point: an arrangement that can expand without a new decision will.

The test

What does this purpose exclude?

If the answer is nothing, the purpose is not doing any work.

A real purpose rules things out: it says this measure is not for performance assessment, not for attendance, not for everybody, not indefinitely.

In practiceAsk what the purpose excludes. If the answer is nothing, it is not a purpose.

What narrowing buys

A defensible necessity argument, because necessity can be assessed against something specific.

A smaller specification, which is cheaper and less intrusive.

A natural end, because a specific purpose can be achieved or cease to apply.

And protection against repurposing, which is the thing people most fear and which a broad purpose guarantees.

The counterA reasonable objection is that this asks employers to do unfunded work. The reply is that the work is a page and the alternative is doing it later under challenge.

The multiple-purposes case

Where an arrangement genuinely serves several purposes, state them separately and assess each.

A system justified for security and used for attendance has two purposes, and the attendance purpose has never been assessed. Bundling them means the weaker one travels on the stronger one's justification, which is how arrangements become indefensible without anybody deciding anything.

JurisdictionLocal rules differ on every point in this note. The shapes described recur; the specifics always require checking.

Writing it

One sentence, with the harm, the population, the signal and the duration.

If it cannot be written in one sentence, the purpose is not yet clear, and the collection should not proceed until it is.

NoteStated here as a general tendency rather than a rule. Counter-examples exist and the pattern is strong enough to plan around.

Several purposes, assessed separately

Where an arrangement serves several purposes, state and assess each separately. Bundling means the weaker purpose travels on the stronger one's justification, which is how arrangements become indefensible without anybody deciding anything.

One sentence or nothing

The harm, the population, the signal, the duration. If it cannot be written in one sentence, the purpose is not yet clear and the collection should not proceed until it is.

The test for a purpose

What does this exclude? If the answer is nothing, the purpose is not doing any work and every subsequent test has nothing to measure against.

A defensible necessity argument, a smaller specification, a natural end, and protection against repurposing — which is the thing people most fear and which a broad purpose guarantees.

One sentence

The harm, the population, the signal, the duration. If it cannot be written, the purpose is not clear and the collection should not proceed.
