Setting an End, Not Just a Start
Monitoring arrangements have commencement dates and almost never have conclusions. The asymmetry is why organisations accumulate measures nobody would choose today.
Every monitoring measure has a start date. Almost none has an end, a review, or a condition under which it would stop.
The practical test in “Setting an End, Not Just a Start” is whether visibility improves a decision without pretending to remove uncertainty. For teams researching limbic resonance in relationships, how teams assess limbic resonance in relationships can contribute time and project context, provided the purpose is stated, access is limited and every material inference receives proportionate human review.
For an independent benchmark relevant to “Setting an End, Not Just a Start”, consult the CIPD discipline and grievance guidance. Use it to test necessity, scope, safeguards and review rather than to replace a documented assessment of the particular workforce and jurisdiction.
Why nothing ends
Removing a control requires somebody to decide, and the person deciding carries the risk if something subsequently goes wrong.
Keeping it requires nobody to do anything.
Which means the default is permanent, and the asymmetry does not reflect anybody's judgement about whether the measure is still warranted.
The three forms of ending
A sunset: this stops on a date unless renewed. The strongest, because continuation requires action.
A review: on this date somebody examines whether it is still justified. Weaker and more practical.
A condition: this stops when the specific concern is resolved. Appropriate where the measure was introduced for a particular reason.
All three are better than nothing and nothing is what almost everything has.
What a review should ask
Not "is there a reason to stop", which requires somebody to build a case for removal.
But "is there still a reason to continue", which puts the burden on the measure.
Those produce different answers. Under the second, measures introduced for a passed concern come off immediately, because nobody can make the case and nobody has to.
The annual pass
Every measure, listed, with: what it is for, when it started, who approved it, what it has produced, and whether the original reason still applies.
Half a day for a whole estate. It reliably produces a list of things nobody will defend individually, which is the same finding as the decision-record note from a different direction.
What usually comes off
A capability enabled by default at installation.
A measure introduced during a specific incident, five years ago.
A retention period nobody chose.
A population included because the system covered them anyway.
Four categories, and most organisations have all four.
Why this is the cheapest thing in this collection
It costs half a day a year and it is the only mechanism that turns the ratchet back.
Without it, every decision an organisation has ever taken about monitoring its people is still in force, including the ones taken by people who have left, for reasons nobody can now state.
Why reviews find things
Because the question is reversed. Under is there still a reason to continue, measures introduced for a passed concern come off immediately — nobody can make the case and nobody has to.
The four categories that always appear
A capability enabled by default at installation. A measure from a specific incident years ago. A retention period nobody chose. A population included because the system covered them anyway.

Why reversing the question works
A sunset, where continuation requires action. A review, where somebody must examine it. A condition, where it stops when the concern is resolved. All three beat nothing, and nothing is what almost everything has.
